- Hệ thống hóa cơ sở lý luận cơ bản về xây dựng tiềm lực vận tải cho khu vực phòng thủ tỉnh, thành phố ven biển trong sự nghiệp bảo vệ Tổ quốc;
- Đề xuất nội dung, quy trình và phương pháp xác định nhu cầu xây dựng tiềm lực vận tải cho khu vực phòng thủ tỉnh, thành phố ven biển;
- Phân tích, đánh giá thực trạng xây dựng tiềm lực vận tải cho khu vực phòng thủ tỉnh, thành phố ven biển Vùng Duyên hải Bắc Bộ;
- Đề xuất nhóm giải pháp về tạo nguồn tiềm lực vận tải cho khu vực phòng thủ tỉnh, thành phố ven biển Vùng Duyên hải Bắc Bộ trong sự nghiệp bảo vệ Tổ quốc;
- Xây dựng mô hình tổ chức quản lý và đề xuất một số giải pháp nâng cao hiệu quả công tác quản lý tiềm lực vận tải cho khu vực phòng thủ tỉnh, thành phố ven biển Vùng Duyên hải Bắc Bộ;
- Đề xuất phương án huy động tiềm lực vận tải và một số giải pháp nâng cao khả năng huy động tiềm lực vận tải cho các nhiệm vụ quốc phòng, an ninh của khu vực phòng thủ tỉnh, thành phố ven biển Vùng Duyên hải Bắc Bộ;
- Đề xuất mô hình và phương pháp xác định thành phần lực lượng cần thiết xây dựng phân đội vận tải từ các ngành kinh tế - xã hội cho các cấp ở địa phương. Trong đó, luận án tính toán 01 phương án xây dựng tiềm lực vận tải cho tỉnh Thái Bình đáp ứng nhiệm vụ công tác vận tải khu vực phòng thủ tỉnh khi chuyển địa phương từ thời bình sang thời chiến.

SUMMARY OF THE NEW CONTRIBUTIONS OF THE THESIS
- Systematize the basic theoretical basis of building transport potentials of defense areas in coastal provinces and cities in the cause of national defense;
- Propose the content, process and methods of identifying the need for building transport potentials of defense areas in coastal provinces and cities;
- Analyze and assess the current situation of building transport potentials of defense areas in coastal provinces and cities in the Northern Coast Region;
- Propose solutions on creating transport potentials of defense areas in coastal provinces and cities in the Northern Coast Region in the cause of national defense;
- Develop an organizational model for management and propose some solutions to improve the efficiency of transport potential management of defensive areas in coastal provinces and cities in the Northern Coast Region;
- Propose a plan to mobilize transport potential and solutions to improve the ability to mobilize transport potential for defense and security tasks of defensive areas in coastal provinces and cities in the Northern Coast Region;
- Proposing models and methods to determine the composition of the force needed to build local-level transport units from socio-economic sectors. In which, the thesis develops 01 option to build transport potential for Thai Binh province to fulfill the mission of in the provincial defensive area’s transportation work in the context of peacetime to wartime transformation.
